Fairs are allowed to require more than what the state requires but not less than what the state requires. So the kids must check each and every fair book regulations before entering.

End of the Year Award Requirements
A child must submit paperwork for at least 3 fairs to be eligible for a year end award. Paperwork will not be accepted without both signatures. All forms must be submitted by the deadline.
